Red Mercury: A Oneshot Idea

Some kind of oneshot game for Saturday which is based on the "if it's cool, throw it in" concept which got us gonzo games like Exalted and Synnibarr and so forth. If it's cool, we throw it in, hearkening back to the good old days of gonzo gaming which many of us remember nostalgically.

It's also an experiment in low-effort GMing (not the same as low-quality GMing) by getting the players to tell me what they want to do.

Character Guidelines

Make a character. ANY CHARACTER YOU WANT. This character's background will become part of the setting. Also suggest at least one plot seed, which I may or may not take and modify. You guys create the patchwork, I weave the quilt.

Choose five defining traits for your character. These defining traits will give bonuses (and possibly penalties) to rolls and provide some level of uniqueness.

Characters

George Sand ver Rohrs Walzenberg, Emperor of the Technocolour Universe, Ruler of the Ten Thousand Suns, Consort to the Spider-Queen of Alkariva-Five (Ajunherexa), but thankfully never consumated, Holder of the Seven Rings, The Merciless and Saviour of Worlds End!
Kolonel Viktor Sergey Stanislav Rozhestvensky Soldier of the Red Star Railways!
Serial number 57567-ZH-18 'Novaya' MSD-10 'Pioner' silo-launched magic girl (retired).
Exalted Summoner Terrance Sandermaire (currently banished and running from debt collectors)
Decadent West, former ultimate action hero, now damaged goods

Resolution Method

Roll 1d10. If you have a defining trait giving a bonus, roll 2d10 and take the higher value. If your defining trait is a penalty, roll 2d10 and take the lower value. Higher rolls are better.

Every time you accept a penalty to a roll due to your traits, you gain one reroll you can use at any time. You can cash in two rerolls to automatically get a 10 on any one roll. You start with no rerolls.
